Arkansas voters will decide in November whether to amend the state Constitution to more explicitly limit voting in state and local elections to U.S. citizens who meet the existing qualifications to vote.

Issue 1, known as the Citizens Only Voting Amendment, would add language to the Arkansas Constitution stating that only a U.S. citizen who meets the qualifications of an elector may vote.

Those existing qualifications include being a U.S. citizen, an Arkansas resident, at least 18 years old, and lawfully registered to vote.

State Rep. David Ray, the lead sponsor of the amendment, said the proposal is intended to prevent Arkansas cities and counties from allowing noncitizens to vote in local elections in the future.
